Description of problem:
rhqctl upgrade on windows/oacle failed while dbUpgrade

Version-Release number of selected component (if applicable):
4.5.1. -> 4.9 281e8e2

How reproducible:
2 out of 2

Steps to Reproduce:
1. install and start rhq 4.5.1 
2. install and start agent 
3. run rhqctl.bat upgrade  --from-server-dir C:\rhq-server-4.5.1

Actual results:
faild on dbUpgrade -> ORA-00984: column not allowed here


Expected results:
rhq upgrades to 4.9

This is my error. I will go ahead and make the fix asap. I will also see if the jenkins upgrade testing job did catch this.

Fix pushed to master.

The dbupgrade jenkins job has not run since July 26. The offending change to the dbupgrade script was made on 8/31. We will have to investigate why the jenkins job has not run.

verified - dbUpgrade goes forward without exceptions - leading to server upgrade (even though not started correctly --  see #1004731)
