Network indicator always show status down. But status in NM is up.

Description of problem:
Network indicator always show status down.
But the system has available network connection.

Actual results:
Network indicator always show status down.

Expected results:
Network indicator always show status up. If the system has available network connection.

Additional info:
I tested it in KVM guest with virtio-net.
