Just saw that this is itself the dev bug. 
If you want its info to be placed in the release notes, ensure that requires_doc_text flag is set to plus (+), its Doc Type field set to Release Note, Known Issue, Technology Preview, or Deprecated Functionality), and the Doc Text field is written accordingly.
