Description of problem:

Revisions to topic should always require a user ID to indicate who made changes. I propose that it should not be allowed to submit a change unless you add information for the ID part of the revision. This way we will not have any revisions without owners.

Misha could you expand on this please, as I suspect it's a duplicate of BZ#989280 however I'm not 100%. If you are referring to the "Unknown" user being displayed in the revision table, then that isn't a bug and is like that by design since we don't have authentication yet and we are working toward removing all references to our "User" tables (with the exception of the REST API so it's backwards compatible).

That is correct, lnewson. Looks like a duplicate of Tim's bug. I'll set this to duplicate and add myself to that bug.
