Description of problem:

puppet-neutron doesn't support VXLAN option.
Only Flat, VLAN & GRE

No you can't, this is a openstack-puppet-modules change.

Checked openstack-puppet-modules-2013.2-5.el6ost.noarch against the code in the patch https://review.openstack.org/#/c/5557. It does have the proper changes included.
