Description of problem:
Error: cpu0 in package 0 has a measured frequency of 2495 MHz vs. a requirement of 2701 MHz (- 50 MHz tolerance) 
Error: cpu1 in package 0 has a measured frequency of 2494 MHz vs. a requirement of 2701 MHz (- 50 MHz tolerance) 
Error: cpu2 in package 0 has a measured frequency of 2494 MHz vs. a requirement of 2701 MHz (- 50 MHz tolerance) 
Error: cpu3 in package 0 has a measured frequency of 2494 MHz vs. a requirement of 2701 MHz (- 50 MHz tolerance) 
Error: cpu4 in package 0 has a measured frequency of 2494 MHz vs. a requirement of 2701 MHz (- 50 MHz tolerance) 
Error: cpu5 in package 0 has a measured frequency of 2494 MHz vs. a requirement of 2701 MHz (- 50 MHz tolerance)

We use below configuration
Test machine: Intel QM87 chipset+intel CPU i7-4800MQ
OS: RHEL server v2.6.32-431.el6.x86_64 GNOME2.28.2
Test suite: v7-1.6.4-22.el6, v7-server-1.6.4-22.el6, dt-15.14-2.EL6, stress-0.18.8-1.3.EL6, lmbench-3.0a7-6a.EL6

Steps to Reproduce:
1. Install RHEL server v2.6.32-431.el6.x86_64 GNOME2.28.2 to test machine
2. Install v7 Test suite
3. Run info test as below:
v7 run --test=cpuscaling --debug=low

Actual results:
Fail
