packstack does not currently update puppet version (it does install puppet if it's missing).

packstack fails to install openstack.

openstack-packstack should require puppet version 2.7+ in order to work properly with the puppet manifests.

The workaround for this is to "yum update puppet" before you run packstack.

Packstack package should not be dependent on puppet package.
