Description of problem:

- run %%check in Fedora only, there's no atf package in RHEL

However there's no %check section at all. Removal is not documented in the changelog section, nor a helaty %check present, or an empty %check explaining why the testsuite can't be run there (e.g. needs root).

- don't try to run tests because there's no atf package since F21

As you can see I removed it recently because ATF upstream has dropped atf-run & atf-report tools (which the test suite in dhcp uses) since atf-0.20 (rawhide)

ISC DHCP upstream has no public bug tracking system, one just sends an email to dhcp-bugs at isc.org and gets an automatic reply with ID.
All I know is that my ticket has been assigned an ID of [ISC-Bugs #35391].

My report was:

Today I noticed that I can't run tests (./configure --with-atf; make; 
make check) anymore because ATF upstream has dropped atf-run & atf-report tools since atf-0.20
