Removal is not documented in the changelog section, nor a helaty %check present, or an empty %check explaining why the testsuite can't be run there (e.g. needs root). ISC DHCP upstream has no public bug tracking system, one just sends an email to dhcp-bugs at isc.org and gets an automatic reply with ID. All I know is that my ticket has been assigned an ID of [ISC-Bugs #35391].
