Assigned this bug to myself because of its close relationship to BZ#1075253 (Updating the New/Edit Cluster window screen shots and procedures).

Updated table on Cluster Policy Settings in Admin Guide to include the new VM_Even_Distribution option and its associated parameters.

Added topic, Load Balancing Policy: VM Even Distribution, to Technical Guide.
