Description of problem:
Creating a new user fails with the following error:
"Plugin did not indicate a resource name for this request."

3.2.2

How reproducible:
Always

Steps to Reproduce:
1. Click on Inventory sub-tab
2. Click "Create Child", and select User
3. Enter "New Resource Name", such as "test1", and then click "Next" button.
4. Populate "Resource Create Wizard", and then click "Finish" button.
5. Click "Child History", and then double click on the new record and evaluate the result/status.


Actual results:
New user fails with error.

Expected results:
Creating new users should happen successfully.
