1. Proposed title of this feature request  
If someone is using direct LUN(as a boot disk) then RHEV should allow to start vm without adding storage domain .

3. What is the nature and description of the request?  
As of now to run any vm in RHEV environment, one of the host should be SPM and unless you do not add storage domain, none of the host will get SPM role. If someone is using direct LUN (as a boot disk) attached to the vm then, RHEV should allow to start vm without adding storage domain.

There are other scenarios that should also be considered, such as Create a VM/Template, Remove VM/Template, Create snapshot, Export VM/Template
all those operations will fail duo to unintialized Data Center

The main issue here is separating the Data Center from the Storage Pool, which is an ongoing task for several versions.
