Please, may I ask you to check if this has already been reported upstream, and if not rather report it there? Fedora bzs on the openvpn package mostly covers packaging related issues and not issues with the core openvpn code base. The issue you report here is most likely something which happens across all distros and not only in Fedora. Forgot to point at the upstream bug tracker.
