Description of problem:
Interesting problem. I have good download speed 2Mb/s, but poor upload speed 100Kb/s via openvpn tunnel (not matter type of connection smb or sftp). Without tunnel upload speed is well.

Please, may I ask you to check if this has already been reported upstream, and if not rather report it there?  Fedora bzs on the openvpn package mostly covers packaging related issues and not issues with the core openvpn code base.  The issue you report here is most likely something which happens across all distros and not only in Fedora.
