Description of problem:

The desired keyboard layout is not unavailable during initial setup. 

Version-Release number of selected component (if applicable):

Fedora release 21 (Rawhide)
gnome-shell-3.13.1-2.fc21.x86_64

How reproducible:

Every time.

Steps to Reproduce:
1. Select "English" during the first "Welcome" setup screen.
2. Select "United States" at the "Region" screen.
3. Attempt to select "Swedish" under the "Typing" screen.

Actual results:

Swedish keyboard layout is unavailable. The list of available keyboard layouts is limited to primarily "English" and "Spanish" keyboard layouts.

Expected results:

A keyboard layout named "Swedish" should be available in the list. All keyboard layouts should preferably be available to choose from.
