Description of problem:
yum check-update shows 3 available updates while dnf check-update and dnf list upgrades shows none

Version-Release number of selected component (if applicable):
0.5.2-1.fc20

How reproducible:
everytime

Steps to Reproduce:
1. Downgrade a package with yum
2. run yum check-update and update is listed
3. run dnf check-update
4. run dnf list upgrade


Actual results:
downgaded package not listed as having an update with dnf

Expected results:
expect downgaded package lsited as having an update

The dnf cache works different than yum, it only refresh on a schedule, not every time you run it.

use.

dnf list upgrade --refresh

to force a cache update.
