Description of problem:

Improve Ceph integration with RHELOSP. In particular this means ensuring that we have working support for using Ceph:

- As the backing for the instance store for live migration
- As the backing for glance images
- As the backing for cinder volumes

...and verifying the correct configurations that the automated deployment tools should be using.

Linking bug 1062022, but not depending on it for RHOS 5.0, rather 5.0.z
since it's a performance only change (albeit with significant performance benefits)
