Description of problem:
Positive and Negative affinity should take effect when the configuration is changed/saved

Version-Release number of selected component (if applicable):
3.4.x

How reproducible:
100%

VM1 and VM2 live on host A. Set negative affinity on VM1 and VM2. Save configuration. Nothing happens


VM3 and VM4 live on host C and host D. Set positive affinity on VM3 and VM4. Save configuration. Nothing happens


Once the configuration above are saved, the VMs should move according to their affinity group rules

I'd say this isn't an RFE but an actual bug in the current implementation, or was this a known documented limitation in the current implementation?
