Components that currently use the RPC/messaging facility forked from Nova need to transition to using the common oslo.messaging facility.

Neutron migrated to oslo.messaging in Juno. There is no (realistic) way to backport all those patches to Icehouse in d/s. Closing as fixed in NEXTRELEASE.
