Components that currently use the RPC/messaging facility forked from Nova need to transition to using the common oslo.messaging facility.

We invest a significant effort to integrate Trove with oslo.messaging library upstream. Hopefully, this patch will land in kilo-1. Since Trove is still in tech preview status in RHOS there is no problem to continue using obsolete oslo incubator code.
