Components that currently use the RPC/messaging facility forked from Nova need to transition to using the common oslo.messaging facility.

This has landed upstream since juno-1:

  https://blueprints.launchpad.net/ceilometer/+spec/switch-to-oslo.messaging

However it will not be backportable to stable/icehouse and therefore cannot be considered for the rhos5.

Bumping to the juno-derived rhos6 instead.

This is landed upstream since juno-1, and released in RHOS6.
