A change in the structure of the Red Hat Enterprise Virtualization guest agent configuration files allowed users to have a system local .ini file but also allowed the file to be overwritten by the default configuration file and caused any customization by the user to be lost. The logic was modified to never remove the system local .ini file, and to only create the file if one doesn't exist, and the file can no longer be overwritten.

ok, 3.4.9

flow:
- 3.4.8 installed, default* + *.ini files saved for later
- 3.4.8 uninstalled
- files put back into appropriate dir, *.ini file edited (different log path, refresh times...)
- 3.4.9 installed

*.ini file was kept and my customization were overriding defaults, voila!
