Steps to Reproduce:
1. Navigate to the following under Administer Menu:
   - Users - This is dependent on current ORG context or current Location context
   - Content Notices - This is dependent on current ORG context only
2. Navigate to the following under Administer Menu:
   - Locations
   - Organizations
   - LDAP Authentication
   - User Groups
   - Roles
   - Bookmarks
   - Settings
   - About
   The above 8 items are neither dependent on current ORG context nor current Location context

Actual results:
Users and Content Notices depend on the current context but others are not.

Expected results:
All the items under Administer menu should be independent of current ORG or Location context
