Description of problem:
As a user, I'd like to be able to promote a new version of a Content View to multiple lifecycle environments at the same time.

Currently the UI only allows you to select 1 environment.  I think it's fairly when that the first time you promote, you may want to be able to promote to Library and the next environment (say, Test) at the same time.
