Empty header of dialog 'New' in 'Configure', tab 'Roles', button 'New'

Steps to Reproduce:
1. Click on 'Configure' at right-top corner
2. Click on tab 'Roles'
3. Click on 'New'

Actual results:
In header is only logo image on the left and X button on the right

Expected results:
There schould be 'New Role'
