Description of problem:
[ja_JP] Cannot save or new sycn plan in ja locale.

How reproducible:
100%

Steps to Reproduce:
1. Click Content->Sync Plans.
2. Click New Sync Plan.
3. Input Name and click Save.

Actual results:
1. [ja_JP] Cannot save or new sycn plan in ja locale.
2. Error message under Interval.

Expected results:
1. The sycn plan should be created successfully in ja locale.
2. No such error message under Interval.
