Description of problem:
When running OpenStack Tempest Icehouse from RDO, python-pbr 0.8.0 is installed but this is a too old version.
For exemple, Jenkins Job Builder requires pbr>0.8.2 so we have here a conflict here.

0.8.0

How reproducible:
Install openstack-tempest-icehouse package and then try to install JJB (Jenkins Jobs Builder)

Steps to Reproduce:
1. install openstack-tempest-icehouse and see python-pbr 0.8.0 installed
2. install JJB and see the conflict
3. purge PBR and install from source to have JJB & Tempest working.

Actually, python-pbr is from EPEL, this is where RDO gets it from.

python-pbr-0.10.0-1.el7 has been submitted as an update for Fedora EPEL 7.

Package python-pbr-0.10.0-1.el7:
* should fix your issue,
* was pushed to the Fedora EPEL 7 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=epel-testing python-pbr-0.10.0-1.el7'
as soon as you are able to.

python-pbr-0.10.0-1.el7 has been pushed to the Fedora EPEL 7 stable repository.  If problems still persist, please make note of it in this bug report.
