Description of problem:
While testing bug 1029385, I've hit AVC - sulogin is denied reading urandom in rescue mode.

Version-Release number of selected component (if applicable):
selinux-policy-3.13.1-14.el7

How reproducible:
always

Steps to Reproduce:
1. boot into rescue mode (I've removed 'rhgb' and 'quiet' and added 'single' to the kernel commandline in grub)
2. enter the admin password

Actual results:

Expected results:
(no such denial)
