Description of problem:

Content View remove fails with error: NoMethodError: undefined method `locations=' for nil:NilClass

Steps to Reproduce:
1.  Create a content view, add a repo to it, publish it
2.  Attempt to remove the newly published version from library

Actual results:
Fails

Success!

I can vouch for this bug. Here's a slightly more verbose verification procedure:

1. Create a repository. You can easily create a repository at Content > Red Hat Repositories if you've uploaded a manifest at Content > Red Hat Subscriptions.
2. Create a content view at Content > Content Views. Add at least one repository to this content view.
3. Publish this content view. This will automatically cause the content view to be promoted into the Library lifecycle environment.
4. Remove this content view from a lifecycle environment (probaby Library).

It's important that the content view be associated with at least one repository. If the content view is not associated with any repositories, the bug will not manifest itself.
