Rebase might not be possible but also not needed, see RDO bug 1187310

I'm not sure what you mean.  I don't see anything in bug 1187310 to indicate that the rebase is not needed, unless you mean rebasing it in RDO will automatically rebase it in RHEL OSP6 and therefore this bug which deals explicitly with RHEL OSP6 is unnecessary.
