Description of problem:
The appliance contains product documentation as PDFs accessible from Configure > About. However this document are not matching the latest product documentation on access.redhat.com.

Steps to Reproduce:
1. Login in CloudForms appliance
2. Navigate to Configure > About and click on 'Settings and Operations Guide' 

Actual results:
Section 5.4.3 Changing Database Password is missing from the document

Expected results:
Section 5.4.3 Changing Database Password should be in the document as it is in the access.redhat.com document for this release 3.1 (https://access.redhat.com/documentation/en-US/Red_Hat_CloudForms/3.1/html-single/Management_Engine_5.3_Settings_and_Operations_Guide/index.html#sect-Changing_Database_Password)

Additional info:
Revision History in the PDF document on the appliance does not contain the latest version. 
- Documentation in the appliance is  at Revision 1.2-0
- Documentation on access.redhat.com is at Revision 1.3-0

The documentation in the appliance has been updated, and a process is now in place for providing updated versions with each release.
