text reports generated do not use the right date

How reproducible:
all the time

Steps to Reproduce:
1. generate a report (e.g. cloud intelligence > reports > operations > online vms)
2. wait until the report is generated
3. wait one minute after that
4. download the report as pdf
5. download the report as txt
6. compare the dates included in both reports

Actual results:
the pdf gives the correct date, which matches the value in the webui. The txt one uses the current time.

Expected results:
the txt and pdf reports use the correct date
