If the system to update does not have plymouth installed, fedup-dracut is unable to shut down.
Journal entry:
<Date> <Time> <hostname> systemd[662]: Failed at step EXEC spawning /usr/bin/plymouth: No such file or directory.

This is the same problem as with https://bugzilla.redhat.com/show_bug.cgi?id=1059485 : If the initramfs has plymouth and the system doesn't it will break.

Shutting down the system with Ctrl+Alt+Del works fine though. This problem happens after all the update work is done.

As far as I know this bug isn't fixed, but since fedup is deprecated anyway, there is no reason to keep this open.
