Fix FTBFS in Rawhide nad Double Commander build issues

I reported the ARM issues upstream: http://bugs.freepascal.org/view.php?id=28386 Also please note that at least the lazarus-1.4.0-save-lpk-list-after-compiling-an-lpk.patch is needed for F22 as well.
