Tech Guide Chapter C in appendix about certificates is not clear:

It seems like it has plenty of useful information, but not really clear how and why would I apply that information to RHEV. 

Can we update it with a purpose of that procedure and reasoning / warning, as for when exactly we would need to run it.

Also, does it have any relation to this procedure?

I am unsure what useful information is there... :)
Why someone ever want to create its own manual local CA.

no, this procedure is to use 3rd party CA, it does not discuss how 3rd party issues a certificate but how to integrate them into apache.

Lucy - this bug will likely involve simply removing the section in question from the Technical Guide. We have content on certificates in the Administration Guide that is a good reference, but the content here is very general.
