Description of problem:
The command "pcs status" blocks when one of the cluster nodes is offline.

Version-Release number of selected component (if applicable):
pcs version 0.9.137

How reproducible:
Always

Steps to Reproduce:
1. Shutdown one of the nodes
2. Invoke 'pcs status' on the other node
3. The command takes several minutes to return status.

Actual results:
Takes 1-2 minutes to report status

Expected results:
Takes a lot shorter to report status (say 5 seconds)


Additional info:
This also occurs on the pcs cluster auth command when one of the nodes cannot be reached.
