Description of problem:
When logging into the amazon frankfurt region, any valid login fails to validate

Version-Release number of selected component (if applicable):
5.3.3.2

How reproducible:
all the time

Steps to Reproduce:
1. set up an aws account
2. set up a aws provider against Ireland or any other region than Frankfurt
3. validate
4. edit it, change against Frankfurt
5. try to validate again

Actual results:
validation fails against frankfurt but not against other regions

Expected results:
validation passes with the correct login

Additional info:
this is the bug mentioned in bz#1179967 but no bugzilla for the bug itself has been opened for it outside of the documentation.

Matthew tested this and it's working on 5.4.

Please validate in QE and kick back to Dev with specific details (appliance, etc) if it's not working on 5.4 there.
