Description of problem:
The option "New VM" should not exists in Templates tab

Steps to Reproduce:
1.go to Templates
2.right click -> New VM
3.

Actual results:
It is possible to create new vm from the Templates tab

Expected results:
It shouldn't be possible to create a new VM from the Templates tab

Shira, this contradicts bug 1117484: the idea is to make it easier for the user to create a VM from a specific Template when he is in the context of the Templates main tab (i.e. if the user is now browsing through the details of the different Templates, and he found a Template from which he would like to create a VM - no need to force him to leave the Templates main tab and go into the VMs main tab - therefore we are providing him a convenient 'shortcut'). 

I recommend closing this BZ.

As Einav explained in comment 1, this is a new feature in 3.6 and not a bug.
Shira, any reason you think this options should not be in the templates tab?

For me it seems a bit odd to create a new machine from templates, but I guess it's a matter of opinion.
