When looking at the list of available templates within the Admin UI, it should be possible to create a new VM by selecting a template.  The "New VM" Dialog should pre-populate information based on the template that was selected for provisioning.

Adding steps to verify the bug: 
1.go to Templates Tab
2.right click -> New VM
