Description of problem:

The fix for sorting time zones from bug 1221196 worked only partially. The time zones are sorted according the GMT +/- (see also bug 1222826) but for the same GMT +/- the zones aren't sorted.

For example part of GMT+2 time zones:

Europe/Bucharest
Asia/Jerusalem
~~~

This should be sorted both by continent and city name.

Another thought is if we should sort only by continent/city.

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.
