Description of problem:

I'm experiencing failures during dnf distro-sync, see bug #1225217, and every time I'm restarting dnf distro-sync, it download the same packages,
packages that were already downloaded successfully in the previous run.

It's a waste of bandwidth and time.

Steps to Reproduce:
1. dnf distro-sync and fail (bug #1225217)

Actual results:

Same packages are downloaded for each dnf distro-sync run.

Expected results:

Packages already successfully downloaded should not be downloaded again.
Only the packages not previously downloaded should be downloaded.
