What I did:

1) sudo dnf update, 'y' to download
2) dnf asks if I want to accept a new rpmfusion-nonfree key; I say no, installation stops
3) sudo dnf update (again, to see if anything different happens; no)
4) remove rpmfusion-nonfree
5) sudo dnf update

In step (1), dnf downloads deltas for the updated packages, but in steps 3 and 5 it downloads all this *again*! See the attached log.
