The shipped systemd preset enables this service by default, not sure how it ends up disabled.

$ systemctl status ModemManager
* ModemManager.service - Modem Manager
  Loaded: loaded (/usr/lib/systemd/system/ModemManager.service; disabled; vendor preset: enabled)
  Active: inactive (dead)

Went stable, so it will be fixed in the Fedora 23 release; however the Beta TC4 candidate builds don't seem to contain the updated package yet.
