Description of problem: Following translation issues have been observed on Infrastructure -> Clusters page. Please refer attached screenshot and TCMS link https://tcms.engineering.redhat.com/run/247967/#caserun_10100729 for more information.

1. The title 'Cluster Infras' is untranslated.

2. The configuration and policy drop-downs and tool-tips are not translated.

3. The tool-tips for grid/list/tile view, download are untranslated.
