Steps to Reproduce:
Example.
1. Login CFME with ja locale.
2. Click Service -> My Services.
3. Select any service.
4. Check the buttons/drop-down menus/tooltips.

Actual results:
All the drop-down menus or buttons and tooltips are unlocalized on all the tool bar

Expected results:
They should be localized.
