Description of problem:
dnf repository-packages requires root privileges even when they're not needed.

dnf-1.0.1-2.fc22.noarch

How reproducible:
Always

Steps to Reproduce:
1. dnf repository-packages fedora list

Actual results:
Error: This command has to be run under the root user.


Expected results:
It lists all packages from the fedora repository.

Thanks for the report. `repository-packages` subcommands should have separate root user demands. (they actually have on the code level - the bug is somewhere else)
