Description of problem:
up2date fails to use the proxy when connecting.

4.3.19

How reproducible:
Always

Steps to Reproduce:
1. run up2date --configure and enter valid proxy:port and authentication
   user and password, Hit OK 
2. run up2date -l
3.
    

Actual Results:  I see the program trying to access the web sites
since I get a firewall log entry that shows me the machine is trying
directly. 
Unless a proxy is used, we don't allow machines to get out to the web.

Expected Results:  Expected it to continue downloads of headers,
packages etc ..

This has been around since the FC1 betas. See bug 102272 .
