Description of problem:
When the "edit tags" page loads, category selectbox and tags selectbox are not bound together. Tags selectbox contains unmatching tags to the selected category.

How reproducible:
Always

Steps to Reproduce:
1. Create a custom category that begins with a number + some tag
2. Setup a foreman provider
3. Go to a configured system
4. Go to Edit tags

Actual results:
The category selected is the one you created, it being the first one in the selectbox. The available tags loaded are however not the ones tied to this category. It always loads tags for category "Cost Center" by default.

Expected results:
Matching tags are loaded.

Additional info:
Workaround - select a different category and then select the one you originally wanted. The tags will refresh and load correctly.
