Description of problem:

I had a server with some periodic network issues and a large number
of packages that hadn't been installed because of an issue with 
a packaging conflict.  I tried upgrading several times but each 
attempt failed for one reason or another.  Eventually I added the keepcache=1
option to dnf.conf but this seems overkill if all I want is to ensure
that a downloaded package is installed before it is deleted from the
cache.  I suggest a default option like "clear cache after install"
so that a package is downloaded only once in any attempted upgrade.
