In a regression of behaviour compared to yum, if dnf (as invoked by the yum compatibility script) finds that another instance is already running, it gives up with an "rpmdb locked" error message, instead of waiting.  This makes it difficult to enqueue operations by running "yum install FOO &" in the background.  Please restore the old policy or provide a configuration knob to do so.

Potentially a duplicate of the bug 1210289. It depends on which lock is meant in the other bug.
